Associates, Inc. (XL) Wins 6 Year $100 M Competitive BPA for
Program Management, Consulting & Acquisition Support
Services at the US Department of State (DOS).
March
6, 2008 (Washington DC) XL will provide cradle to grave
acquisition planning, execution and administration in
support of a wide range of contractual requirements for DOS
strategic initiatives. XL is providing the knowledge
& skill to manage all contractual aspects of major
programs involving coordination of a number of contracts.
XL will also contribute long range procurement
planning, a thorough knowledge of the program objectives,
scheduling and interrelationships with other programs, and
skill in interpreting policies to solve unprecedented
problems. Lloyd M. Mustin II, President and Founder of XL,

Associates, Inc. (XL) Wins 5 Year Competitive BPA for
Acquisition Support Services at the US Department of
Commerce (DOC).
September 17, 2007 (Washington DC) XL will provide an array
of acquisition support and oversight addressing the full
life-cycle acquisition management process and other DOC
acquisition-related tasks to improve and/or maintain service
quality and maximize the use of available funding. This
BPA will serve as an umbrella to provide acquisition support
services to DOC to include Bureaus, offices, directorates
and agencies for recurring requirements. DOC carries
out its acquisition function through delegated procurement
authority for five Bureaus: National Oceanic and
Atmospheric Administration (NOAA), National Institute of
Standards and Technology (NIST), Patent and Trademark Office
(PTO), Census Bureau, and the Office of the Secretary (OS).

Expertise to Win $20M Subcontract
from Macfadden in Support of the U.S.
Agency for International Development (USAID).

2, 2006 (Washington
DC) XL Associates, Inc. (XL) was awarded a 5-year
institutional support services subcontract from McFadden &
Associates, Inc. under its prime contract with
the Bureau for Democracy, Conflict, and Humanitarian
Assistance (DCHA) within the U.S. Agency for International
Development (USAID). The total team award value is up to
$80M, with XL providing approximately one-fourth of the
total requested services. The award of this follow-on
subcontract affirmed both Macfadden's and the agency's
satisfaction with XL's services for recruiting and
administering Personal Services Contracts (PSCs), a
